What do I need to download on my Microsoft Windows X P Home to play D VD's so I will be able to watch movies

Nothing from Microsoft, but you do need to purchase third party software.
Both Cyberlink and Intervideo will let you buy just the required codecs...

Alternatively you can buy their complete package - PowerDVD and WinDVD.
