cypher strength?

I downloaded IE version 6, and the cypher strength is
zero. It said that it was supposed to be 128 bit?

Is it because of this that I can't go onto secure sites,
for instance, checking out after buying products.

I have the same problem and tried both of those solutions
but they have not worked for me. I have Windows 2000 and
ie6.
