customizing wallpaper

I have a wallpaper picture in my desktop and I want to add text to this picture. Any ideas how to do

You can do this with applications used in photo editing, like Adobe
Photoshop.

You can also use mspaint, which is a program that comes with Windows
XP
Go to Start > Run > mspaint
