customizing Start Menus by user

I want the Admin, Guest and my log-in to have separate, specific Start Menu
contents.

(Yes, I realize the Accessories and StartUp subfolders must stay. No
problem.)

I copied the entire Start Menu from under the All Users' folder to a
separate temp folder under another user, then deleted all but the absolute
basics under the All Users' Start Menu folder.

I have done this on other computers before.

What I haven't done before was have a computer put everything back into the
All Users' Start Menu.

This is more than annoying.

This new laptop has WinXP Home, which I haven't worked on before (I have Win
XP Pro at work, and Win2kPro on my home pc). I am hoping it isn't ingrained
in this new OS to constantly reverse my changes.

It isn't.

I have no idea what is causing what you are seeing - but unless some third
party mechanism is in place - anything you remove in
<systemdrive>:\Documents and Settings\All Users\Start Menu will stay
removed. Windows XP Home, Professional, Media Center, x64 or Tablet PC
Edition - doesn't matter. *You* control what is in the "All Users" Start
Menu and on the Desktop.
