Help With Start Menu

Can someone please point me to some software that organizes
one's Start Menu?? The way software installs I don't have a clue
where it will be put.
I understand the Start Menu is a combination of All Users and
my Start Menu.
I can't make heads or tales from these 2 folders and been trying
to organize them so I might go to 1 place to do all my cleaning or
organizing. It's no like I haven' tried, I've had xp for a few years now.
Whoever came up and/or gave the ok this idea for Star Menus should
re-evaluate there expertise in software development.
It sucks.

That's how most of the things work in a multi-user Operating Systems like
Windows 2000/XP/2003. Even

1. Windows Explorer
2. "Start Menu Tidy" utility

What I meant was Windows 2000/XP maintain separate profiles for each user,
and the user customizations are stored within the Profile path.
