Right-click the start button, choose "explore all users". You can create new
subfolders (file/new/folder) and customize here by dragging and dropping the
links into them.

Windows isn't rocket science! That's my other hobby!
First, you need administrative priviledges to modify All Users
folders:
1. Right click Start button
2. Select 'Explore All Users'
3. Open 'Programs' folder
4. Create new folders and drag and drop shortcuts to organise the
menu.
5. Changes take effect immediately.
