Customize Outlook Today doesn't work

On our Windows XP Pro machines with Office 2000 SR3, clicking 'Customize
Outlook Today' button never brings up the window to customize the page. At
first I thought it was just my machine, but no one with XP in my
organization can get the page. Any one know why this happened?
