custom forms not working

I have a custom form(IPM.Note type) which was developed in outlook 97 and
published in the organization from library. All the event button on the form
is not working in outlook 2003. Some of the outlook 2003 user can not even
open the form. Does anyone how to fix the problem. Appreciated.

Are you seeing problems when users open new items or existing items or both? What exactly happens?

Have you tried republishing the form with Outlook 2003? On the (Properties) page in design mode, is the "Send form definition with item" box checked or unchecked?
