cursor changes to arrow over divider???

Wierd problem....

on my laptop... when I move the cursor over a divider line on the
upper portion of IE 6.0... it changes to a little arrow and I can move
the divider/link... wherever I want on the display lines.... but on my
desktop... running the same versions of everything... (both XP,IE6.0)
the cursor does not change to the little arrow and I cannot move or
even open the links on my display bars on IE6.0.

If your not totally confused by what I just said... please tell me why
this is happening and what can I do to fix it so my desktop cursor
changes to an arrow and allows me to move stuff around?

Answered where you posted previously.

You have the toolbars locked on one and not on the other, right click menu
on the toolbar.
