ctrl button not working

I cannot get any commands that involve the ctrl button to
work. like ctrl-c, ctrl-v, or ctrl-alt-del. any ideas?
 
Both CTRL keys not working or just one? May want to try
another keyboard if only one doesn't work.
 
only have one ctrl key, on laptop
