Ctrl-alt-delete at login

I am trying to enable ctrl-alt-delete at login however the
option under users and passwords is not available - it
is 'greyed' out - how do I make it available - what am i
doing wrong??

Thanx for your reply - yes i am logged in as administrator

Since this post I have disconnected my machine from my
work domain and now under local security policy "disable
CAD requirement at login" the effective setting now
matches the local setting by indicating it is disabled.
The option under users and passwords is now ticked -
however it is still "greyed out" and effectively unable to
be changed" at this screen - what should I do now???
