Then your computer is probably infected with one of the many common
viruses that a) cause Ctrl-Alt-Del and other functions to be broken;
and b) immediately break antivirus programs and prevent you from doing
online scanning. Take the infected machine off the Internet and any
lans immediately. From a different and unrelated computer download
Stinger from here:
http://vil.nai.com/vil/stinger/ and copy it to a
floppy or cd-r.
Stinger is a standalone virus checker that looks for about 39 of the
most common viruses. Run Stinger on your infected machine in Safe Mode
and hope that it catches the virus(es) enough so you can then go into
regular mode and install a current full-featured antivirus program (one
that is a post-2002 version). Update the new av program and scan again.
If this machine was on a network, repeat the scanning on all networked
computers (after taking them off the network, of course).
If this doesn't work, take your machine to a good local computer repair
shop (not a BestBuy or CompUSA type of store) and have them disinfect
it for you.
