Cryptographic Error

Please help. I am working on a friends WinXP Home Ed.
PC. She had the Blaster Worm and I have ran the removal
tool. But when I try to run the security hole fix exe I
get this message "Setup cannot verify the integrity of
the file Update.inf. Make sure the Cryptographic service
is running on this PC." The service is running. And
when I disable it I get the same message. I also, cannot
run any Windows Updates too cause I get an Active X
error. ANy suggestions?
