From Start>Run type

services.msc

then scroll down to the DHCP Service. If it isn't started, right click on
it and select Start. Then right click on it again and select Properties.
In the 'Startup type:' drop down menu select Automatic. You will have to
reboot your system for the Automatic status to be enabled.

Hi

It seems as though the DHCP Service isn't running. You will have to check
it via the Services snap-in. You access it from Start>Run as I posted in my
last reply.
