Creating shortcut for Microsoft Fax

I have a desktop PC running XP Home SP2. I use Microsoft Fax as my
fax program. I would like to add this program to my "Send To" folder. I
know how to do that with most other folders and programs, but I'm not sure
with Microsoft Fax. Let's say I have a text document on my desktop. I want
to be able to right-click on it, scroll down to Send To, and left click the
Fax shortcut. That will open up the program, and the document will be ready
for faxing, merely waiting for me to type in the fax number. Is it possible
to set this up?

HAve you opened "Send To" (R-click Start button , Explore) and then
R-click drag the Fax "shortcut" there>
