Creating rules twice

In my inbox, I right click to create a rule to automatically place that email
in a particluar folder. After creation, I am asked if I want to run the rule
on the inbox now and I affirm that I do. It runs the rule but does not move
the email(s). When I repeat the process, it moves the email(s).

Also, from a particular address and according to a rule, some emails get
placed in a folder and other identical emails get identified as junkmail.

Thoughts?
