Creating Junk Mail Rules offline

Does Outlook 2003 have the ability to create Junk Mail
Rules offline.
Everything I try to create a Junk Mail rule while I'm not
connected to our LAN I get an error message saying that I
have to be connected to our exchange server.

Any help is appreciated.
 
And why don't you believe that message? Yes, you must be connected to the
LAN to create Junk Mail Rules.

Post all replies to the group to keep the discussion intact. Due to
the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

After searching google.groups.com and finding no answer,
