Creating Domain list when joining a Windows XP Pro Workstation

I have ran into this issue twice now. After joining a Windows XP Pro Laptop
to a domain, a message stating "Creating Domain list" appears. This message
will not go away until pressing the power button. What is causing this and
how can it be stopped?

Your PC must be given the opportunity to create this list.
It may take some time - so be patient.
It only occurs the first time after joining the domain.

Sadly, I dont beleive this to be true. I just added a laptop to a
windows 2000 domain, and I've allowed it to sit for 30 minutes. The
only thing Ive been able to do is hit Ctrl + Alt + Del to force the
window to close, and then select which domain I want, then Ctrl + Alt +
Del (because the domain list thin comes again), then login. And I've
rebooted, etc etc. To No avail.
