Creating default environment?

I have a PC that currently ONLY has the administrator login. I have
configured this profile to be how I'd like to be the default for new users.

What do I need to do to copy the admin profile settings over to the default
profile, so that when a new user logs onto the computer with their roaming
profile, their new profile is based on my settings?
