Creating a Windows XP install CD with SP2

I would like to create a Windows XP install CD with SP2 built into it. I
have managed to merge the files, but when I go to burn the CD, it either
boots to DOS because the CD writer software has been told to make the CD
bootable or it ignores the CD altogether.

What am I doing wrong?
