Creating a desktop for a user account

I have tried hard to work out how to create a desktop for a user account in
Windows XP Home Edition.

Creating the account is easy but I can find no method of adding a desktop as
the programs I want to add are on the administrator's program menu but not
on the users' one.

Any help will be appreciated

Thanks but I am embarrassed to say I do not know how to do this.

I have found a work around whereby I copy the program icon I want in the
administrator's desktop folder and paste it into the user account I want but
that seems a lot of work for something that should be simple.

I would have thought that when Microsoft wrote XP they would have an option
to add programs to the user desktop when the administrator created the
account!
