Create New folder - Not responding

I have a fully updated XP Pro pc.
Recently when I right-click the Desktop and go to New from the drop-down
menu the New menu takes over 1 minute to expand.
I have also found that when I click Start Programs, the Programs menu is
also extramly slow to expand.
Can anybody point me in the right direction.
