CPU Usage

I have noticed that my system has slowed significantly
and using the task manager realized that my CPU Usage is
pegged at 100% all the time.

I am not sure how to correct this. As I restart and
cancel all applications, it still reads 100%.

I am assuming that this is the core of the problem in the
slowness.

From Task Manager, do you see what process is using the CPU cycles? Look at
the CPU column, see if you see a specific process taking up the CPU.
