While doing absolutely nothing, my pc is recording an
average of about 27% cpu usage. This is causing a lot of
heat to be generated in my pc. i only have 11processes
running, and i have alreade disabled some other
unnecessary system processes such as networking and
internet processes as it is a stand alone pc.

If 27% CPU usage is generating a lot of heat, you have some serious cooling problems that need to be corrected. What processes have the highest usage? That might tell more about what is going on.

If 27% is causing a heat "problem". Then you need to address a hardware
issue, NOT a software issue.
