CPU Usage never below 20%

I am completely bewildered. With the Task Manager up, I see 99% for system
idle but the cpu usage never drops below 20%. I used msconfig and turned off
everything I could find. It is not connected to the outside world but is a
stand alone machine. It has been connected to the Internet and always ran NAV
and Norton Internet Security. As far as I can tell it doesn't have a virus.
So I have 20% usage with no applications and the bare minimum processes. And
the processes listed do not add up to the 20% usage. How do I find out what
else is running when not listed in the task manager screen?

Download and run process explorer. See if that gives you more info.

Additionally, it could be due to DPC's (Deferred Procedure Calls) and/or
Interrupts. These are not processes but the CPU time spent on them is
displayed in process explorer, but it doesn't show up in Task Manager.

the Task Manager itself uses a considerable amount of CPU. mine averages 6-10%.
click on the CPU column heading to organize the list according to CPU usage and see what it shows.
