High CPU usage when no programs are running

I am getting CPU usage in the 90 % range when there are no windows on
the Taskbar and no open programs.

Everything is going slower.

In the Processes window, system idle shows readings from 60-99% with
explorer.exe taking the balance.

Can someone help me?

System Idle shows the CPUs you are *not* using.

I don't think you understand the problem.

My system is noticeably slower which is NOT normal when NO windows are
open.
Someone said that a "shell extension may have crashed" which I am
researching.

Did you have a power outage or two? Check to make sure your hard drive
isn't set to PIO.
