CPU Usage Running at 100% Constantly

My CPU usage is always up at 100%, even when there are no
programs running. There appears to be a number of
processes constantly using large amounts of the CPU.
Amongst these are SVCHOST.EXE, overproof.exe,
windowsfx.exe, and Hax.exe. What can I do about this
problem?

Check for viruses:

Symantec Security Check

And check for the presence of spyware:
