CPU Usage not adding up to 100

On a W2k SP4 box, when I go into the processes tab of
task manager, the CPU Usage does not add up to 100. With
nothing running, System idle process sits at 93, with no
other processes showing any use.

Yesterday, the server was bogging down and the system
idle process was at 30, with no other processes showing
cpu usage.

Any idea what this is and how to resolve it?

The missing 7% is probably the sum of all the little bits
that display as zero.
If the CPU is not busy but your machine is still slow
then you may need to add more memory.
