CPU usage 100% while network(switch) error

I met a problem.

Our LAN is being adjusted and repaired.So sometimes the
networking would be interrupted for a short time.But it is
not completely interrupted(the local connection is still
on,there is bytes send out but never receive).

During this time,the usage of CPU would be very high(from
60% to 100%,varies from different machines).The prosessor
using CPU is "System"(NOT System Idle Prosessor).

If the network wire is pluged out,the machine would be
OK.The CPU usage would be down.Pluged in the wire,CPU
usage becomes very high again.

My network adaptors is RTL8029AS and RTL8139C.
There is NOT a single virus or trojan in my computer.
All the patches have been installed properly.
All the drivers have been installed properly.

This happens on machines running W2KSP4 and WXPSP1.

Can any one help me?

Sounds like netbios activity. Who's the master browser. (me no me NO ME!)
Try turning off netbios.
