Cpu usage 100%-unexplained

For some reason my dad's machine (running xp), the cpu usage just shoots up to 100%! I thought that maybe after playing a game that the memory was taken up. but it does this even after a restart or just when it turn on. It is only occassional. But the only solution ive found is to shut all the power down for like 10 minutes and then boot it up. Could anyone tell me why this happens?
 
What does taskmgr.exe tell you? It shows which processes are currently
running , and the CPU and memory utilization for each.
