Will programs like this be able to tell speed "on the fly" as
in when a cpu goes into and out of sleep mode?

I need to be able to tell in real time when a cpu goes into
and out of "slow" mode.

If its an intel,go to thier web site,downloads,processor,P4 or whatever you
have,
then download the processor frequency utility.If diagnostics are what youre
looking for,go to administration,performance (control panel).
