CPU problems

At first i thought it was my HD as my pc was running so slow, then i found
out through "Task Manager" that my CPU was been maxed out by simple tasks
like moving my mouse to opening MIRC. opening the programs took my CPU usage
to 100%, and moving mouse took it from 10% ( use to be 2% idle) to over 80%.
My CPU is running at around 50 degrees C, so doesnt seem this is problem any
help would be much appreciated.

try reinstalling the mouse' driver and use one specific to that mouse e.g
when I installed my genius mouse windows set it up with a logitech driver
which was okay mostly but it ran better with its proper driver.
