CPU 100%

I have win98SE (I know this is not the right group but I think somebody
can help me) and the CPU usage is always 100%. I see this with system
monitor and with Process Explorer. The process that use most CPU is the
System Idle Process (85 / 90%). What is this System Idle Process? Is
right that this process use the CPU in this way?

The system idle process "runs" when nothing else is going on. It is typical
for this to be a very high percentage. If you are indeed continually running
at 100% capacity, not including system idle, it's time for a processor
upgrade.
