Could not start server service

I know there is another thread about this but in that thread there is no
solution. My server service will not start and when I go to start it it
says. Could not start the server service on local computer. Error 2:
The system cannot find the file specified. The last thread told to go
to regedit and make sure some parameters in Lanmanserver and
Lanmanworkstation were correct and they were so why is the server
service not starting?
 
Well, the first things to do:

1. Make sure the Services Applet - Server points to
C:\WINDOWS\System32\services.exe.

2. Make sure services.exe is in C:\WINDOWS\System32

Ok so services.exe is in C:\WINDOWS\System32 but I dont understand what
you mean when you say make sure the services applet - server points to
that file. How do I do that, and if it does that then where do we go?

I dont know what the last post was about but i dont want to reformat and
I need some help with this!
