Could not lock file

I share a database on a Network, some people can access
it, others receive the following error message:
Could not lock file
I would like to know if anyone has experienced something
like this.
Thank you.
 
All users need full permissions on the folder where the database is. This
is so they can create/delete the associated ldb file. If the first person
in doesn't have create permissions, they'll open the database exclusively.
