Could not load the Java Virtual Machine.

Hi,

I am installing a product called PortalMinder. It is
installed as a service and we are not able to start it. We
are getting following error

"Could not load the Java Virtual Machine."
"The LoadLibrary function failed for the following reason:
The specified module could not be found."

I am using correct version of JVM. It seems that
windows is not lading the JVM.

What could be the problem and How to fix it?
