Where can I get JAVA Virtual Machine component for Windows XP Embedded?
or I could only add JVM package on runtimes?

Have you tried on xpefiles.com? I believe there's one in
the updates section.
 
I've tried xpefiles.com. No result.

But I found the following in MS website:

Windows XP Embedded with SP1 does not include a Java Virtual Machine (JVM).
However, this capability can be acquired from various third parties.
Microsoft Visual J++® and Microsoft SDK for Java can also be used to build
Virtual Machines.
