Copying the Active Directory user information

Is there a way to copy the active directory user
information from one win 2000 server to another win 2000
server. One server is starting to fail and I have a second
server which is configured the same as the first server. I
want avoid having to manually re-enter users accounts.

DCPromo the second Server as a DC of that (same) domain.

That will copy the info.

Otherwise make a backup -- of at LEAST the "System State"
