Copy works but paste does not always work

I have a strange problem that none of the so-called experts have been
able to explain. I am using Windows XP on three different computers at
home and several at work that have Windows 2000 or XP-Pro. Only my
home laptop has this problem. It has all the latest updates, but this
problem has been with it since I bought it two years ago. If I copy
text from an application, some applications will not allow a paste
unless the target application is active when I do the copy.

For example, if I copy some text while in Internet Exployer, I can not
paste the text into an MS Word document unless MS Word is active when I
do the copy. I can copy to WordPad and NotePad with no problems and
many other applications. But not MS Word or MS Outlook (there may be
others). The workaround I use is to paste to a Wordpad doc, bring up
MS Word, copy the same text from Wordpad and then paste it to MS Word.

I have two other computers with Windows XP (with all the latest
updates) and those have never had this problem. There must be some
sort of MS Office setting or Windows setting that enables or disables
this but I can not find it.
