Cookie problem - please help me

I wonder if you can help me. I have Win XP Pro and am using Internet
Explorer 6.

When I try to logon to hotmail I have a problem. I type in my email address
and password and then I am presented with a blank IE window instead of
seeing my emails. I have discovered that cookies are being blocked on some
msn sites. One example of a site where cookies are being blocked is
http://cb.msn.com/styles/css-login.ashx?PP_SERV
So for the site that cookies are being blocked I set it to always allow this
site to use cookies.

However, when I try to login again, exactly the same thing happens. It seems
that me changing the setting so that the site always allow cookies has not
actually been implemented

Why is the site not allowing cookies even though I have told it to do so?
I have set my privacy to Medium High, will this have an affect?

Is it probable that the cookie problem is what is stopping me from accessing
my hotmail account or could it be something else that I haven't thought of?

Has anyone experienced a similar problem to this?
Can anyone help me solve this problem?
