Converting WMA to MP3

I have Windows Media Player installed and am trying to install the MP3
encoder with no luck. Error message reads "installation faied to start file
ATL70.DLL not found." Reinstalled both the encoder and Media player but it
did no good. Nay suggestions?

Media Player 10 has the MP3 encoder built in.
