Converting jpg to word

I have a problem--solving it could really help my life as a
writer/researcher. I believe that there are scanners that can take a sheet
of paper with text on it and turn it into an ms-word document in which words
can be copied, edited, etc. What I am wondering is if there is a program
that can do the same thing--take a pdf (one where the select tool does not
work) or jpg file and turn it into a word document so that text can be copied
from it. It seems to me this must be possible, but I can't find anything
that will do it as yet. (By the way--I know pdf files can be saved to word,
but when you are dealing with the kind of pdf file I'm discussing, it simply
puts it in word as an image, which does not help.)
Thanks in advance--feel free to refer me elsewhere if you think it
would help.

Maybe pdf to doc,

or pdf to html,

Ricky,

Thanks very much. While the pdf to word software won't do it (because the
text in the files I'm dealing with is i a jpg), it looks as if OCR MIGHT.
However, the programs linked there are generally pretty expensive, with one
exception, and I want to make certain of what would work before I buy. The
cheap one is Onipage Pro v9.0. Do you have any information on that? I can't
find a detailed review.
