Converting Access file

I am trying to convert an Access 97 database to a 2000
file format within Access 2003. On the same PC I
previously opened the database within Access 97, but I
have now installed Access 2003 and when I try to open or
convert the database, it says I do not have permission.
It does ask me for a username and password to access the
database and then gives this error, but I know the
username/password is correct and has Admin rights because
it is the same one used within Access 97 successfully.
And I did join it to the coorect workgroup.

Before you tried to convert the 97 database was the database still joined to
the secured 97 workgroup? If not, the permissions will not transfer to the
new version and will not allow you to open using the 97 workgroup.

You could try joining to the system.mdw file and then try converting the
database up. If you do it that way, you lose all your security settings and
would have to implement it again. Make sure the location where the 97
database resides and where you plan to place the converted database have the
proper share/security permissions.
