Convert RTF messages to HTML when sending RTF e-mails in OL2000

Are there any ways to configure Outlook 2000 such that it will convert RTF
messages to HTML when sending RTF e-mails? This option is available in OL XP
or 2003...

rtf messages to Internet recpients should be converted to html by default.
The setting is in Tools | Options | Mail Format tab .. Internet Format.

I think the other recipient-specific options only convert to rtf or plain
text.
