Remove HTML and set RTF by GPO

Outlook 2003 allows setting format to use HTML, RTF and text. Outlook allows
this through Tools==>Options==>Mail Format. I have looked in the registry to
see if by GPO, HTML can be excluded and RTF set as default but have found no
key to set. Obviously since Outlook allows the 3 choices one would think
that there should be a corresponding registry setting somewhere. The only
thing the outlook.adm template shows is HTML or text....where is the RTF
setting?
