Controlling new IE window

When I open a new window with IE sometimes it pops up with the wrong size and
location. Is there a way to control the size and location of the new IE

Try stretching the small window to full size. (Do not use Maximize)
Ensure that window is the last one closed and IE should remember the
size next time.

The only workable solution I've found is to use a third-party launcher.
One such is Quero Launcher, at http://www.quero.at/launcher.php.

Alan's solution is the tip I have been missing for years. I used to maximize.

Gary's launcher is just the type of control one needs.
