can anyone help me, whenever i try to access the contol
panel everything on the desktop goes down and comes back
on aain, can anyone help me resolve this problem?

A few questions:

Can you access it from Safe Mode?
Do you have any applications that you've installed recently that might have
added a new icon to the Control Panel?
Do you have an NVidia card in your machine? Do you have NVIEW enabled?
