Control Panel Problem

My window XP boots up however I can not use any of the program icons. I have
access to the contol panel but again I can not use any of programs within the
control panel. I have tried to run programs using the start,run box, I get an
error"This file does not have a program associated with it for performing
this action, create an association in the folder option control panel". All
of the icons on my desktop and all of the programs icons using the start key
have no color or design, just a small square box. I also can not use any
diagnostic disks since system won't acknowledge the disks. Can anyone help?

That didn't work. I was able to reboot in safe mode, but still did not allow
me to run any of the programs, including system restore. It is almost like
my computer is in some kind of protective mode and not allowing any programs
to run. I can however acess the internet and navigate, however it will not
allow me to interact with any site requiring me to upload a screen.

There are a couple of things you can try. One is a repair install of XP:
How to Perform a Windows XP Repair Install

The other would be to check if you have corrupt or missing system files
by the File Checker. It may take several minutes to scan your system. Go to:
Start>Run>type SFC /SCANNOW (there's a space between C and /)
and press OK. Have your WindowsXP CD ready to insert in case it asks for it.

Thanks for all your help, I do not think I need to re install windows, as
it boots up OK, and works like it should. The problem comes in when I try to
execute a program. I still get "This file does not have a program associated
with it for performing this action, create an association in the folder
option control panel".

I tried to do the SCANNOW and I got the same error message.
