When I go to start it's not there. If I search manually for defrag etc, the
are there. Ive run my antivisrus scan and it says no viruses detected.

What happens when you do the following?

Hit the Windows key and the R key at the same time.
This should bring up the Run dialog box.
Enter control.exe in the Open box.
Does Control Panel open?

If it does, check the following.
Right click on your Start button.
Select Properties from the menu.
This should launch Taskbar and Start Menu Properties.
On the Start Menu page, click on the Customize button.
In Customize Start Menu, click on the Advanced tab.
On the Advanced page, look in the Start menu items box and make
sure that something other than "Don't display this item" is
selected under Control Panel.

Good luck

If the method describe by "Nepatsfan" doesn't work then you can also try this:

1. Click Start - Run - type REGEDIT and press Enter.
2. Expand to the following Registry Key:

HKEY_CURRENT_USER\SOFTWARE\MICROSOFT\WINDOWS\CURRENTVERSION\POLICIES\EXPLORER

3. In the right-side pane, check for the DWORD value name "NoControlPanel".
4. If it exist, then select the entry and delete it or set the value to 0 by
double-clicking on it. If there is no such entry, then right-click and point
to New - click DWord Value.
5. Name it "NoControlPanel" and press Enter. By default, the value will be 0.
6. Restart your PC, check if you have access to the Control Panel.

Hope this help, let us know!

The "NoControlPanel" Policy if set, prevents Control.exe, the Control Panel executable file, from starting. As a result, users cannot start Control Panel or run any Control Panel programs.

A value of 1 also removes Control Panel from the Start menu, and it removes the Control Panel folder from Windows Explorer. If a user tries to start a Control Panel program by another method, a message appears explaining that a policy prevents the action.

If yours is a standalone system (not a part of a corporate network), then try this:

Click Start, Run and type "regedit.exe" Press {ENTER}

Navigate to the following branch:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Backup the key by exporting it (from the File menu, choose Export) as a REG file.

In the right pane of the above key, delete the value named "NoControlPanel" (if found)

Repeat the same in this branch:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Exit the Registry Editor.

Line 224. Show Control Panel on the Start Menu
http://www.kellys-korner-xp.com/xp_tweaks.htm

Another the registry by opening a run command and type in:
regedit click [OK] and on the Registry editor locate this Key:
[-]HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer =
In the right pane/Window locate this "NoControlPanel" Edit if the Folder
Option is set to 1 set it to Zero.
[-]HKEY_LOCAL-MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer =
In the right pane/Window locate this "NoControlPanel" Edit if the Folder
Option is set to 1 set it to Zero.

Make sure this machine is clean from malware and viruses by scanning.
BTW, any hardware installed recently like a scanner/printer..etc.
HTH.
