Control Panel, Windows Explorer and others not open when double cl

Hi. I have this problem which seems rather usual as seen in Google but I
couldn't find a solution apart from reinstalled all the system again (which
I'm trying to avoid).

When I double-click on Windows Explorer, Control Panel, Windows Update, My
PC and all Windows Vista related application, nothing happens. The cursor
shows that the system is "thinking" for half a second and then it do nothing.
Booting is safe mode doesn't help. Third party applications and some Windows
applications like Internet Explorer work smoothly, but system related
applications does not.

The only way I can navigate the disk tree is by the command prompt and Start
/ Run / Browse. Calling the windows explorer or control panel by command
doesn't work either.

Searching Google some peolple said it get solved restarting the License and
IU services, but for me it didn't. I called MS Support and they didn't seem
to be very aware. Just say that it's a behaviour that arises when an
application is not compatible with Vista. Only solution said is to perform a
clean install.

I will really appreaciate your help, as this is very frustrating. My PC is a
notebook Compaq Presario F756 running Windows Vista Home Basic.

Thank you very much. Unfortunately, the system checker did not find any file
that couldn't repair. The problem continues.
